West Bengal Industrial Policy 2026 at a glance

West Bengal’s Investment Promotion Policy 2026, launched on 5 November, sets out incentives for eligible industrial investment and employment. If you are setting up or expanding a unit, first check your sector, project site, qualifying investment and hiring plan. Then confirm the applicable application route with Silpa Sathi. Launch report ↗

This guide draws on WBIDC’s official launch booklet, the official launch report and attributed reporting. The booklet summarises the policy; it is not the full notification or implementing Scheme. The Policy and Scheme prevail. Confirm eligibility, notified schedules and application requirements with the authority. WBIDC official booklet, p. 9 ↗

01 / Incentives explained

Industrial incentives and eligibility

The headline percentages describe cumulative ceilings against eligible plant and machinery investment. They do not establish an individual project’s entitlement.

05 / Direct answers

Investor questions and answers

Look up a district or an industry. Choose one at a time; selecting a new category clears the other.

District answers explain where to enquire, not district-specific eligibility. Industry answers are preparation guidance. WBIDC’s launch booklet is available below; the full notified Policy, Scheme and eligibility schedules remain unverified by MIE.

68 questions

Starting a small unit: what should I do first?

Prepare a one-page project brief. State product, site, machinery budget, funding, jobs and start date. Check Udyam classification, then send the brief to your district contact below.

Ask for three written answers: which scheme applies; which costs and purchase dates qualify; which approvals must precede installation or operation. Keep land, building, machinery and working capital separate in your budget.

MIE example: ₹50 lakh of eligible machinery at a confirmed 100% ceiling gives a ₹50 lakh aggregate maximum. It is neither an upfront grant nor the amount you will necessarily receive. Arrange funding independently of an unapproved claim.

Expanding a medium-sized business: what changes?

Separate the existing unit from the expansion. Prepare current and proposed capacity, additional machinery, incremental jobs, project dates and costs. Keep separate invoices and an employment baseline so the expansion can be assessed.

Ask whether expansion qualifies, how existing benefits interact with the new package, and whether machinery orders already placed count. Confirm the permitted site activity and any revised utility or pollution permissions before installation.

MIE example: ₹10 crore eligible machinery at a confirmed 110% ceiling gives an ₹11 crore aggregate maximum. Use a separate claim schedule for each approved benefit; model delays and annual caps rather than deducting ₹11 crore from construction funding.

Planning a large project: what must the investment team establish?

Build a project dossier: entity and funding, land control, process/capacity, phased capital expenditure, jobs, power/water demand, logistics and commissioning dates. Request an assigned application contact through Silpa Sathi and a written list of approvals.

Obtain written confirmation of the project category, eligible investment base, location classification, benefit package, annual limits and claim milestones. Treat any tailored package as pending until formally approved. Keep infrastructure commitments separate from incentive receivables.

MIE example: ₹100 crore eligible machinery at a confirmed 120% ceiling gives a ₹120 crore aggregate maximum. This arithmetic does not prove mega-project status, cash availability or approval. Use an unsubsidised base case and an approved-benefits scenario.

Which details have been verified, and what remains open?

Official source checked: WBIDC’s launch booklet summarises the assistance framework and gives references to policy clauses. Its preface states that it is a summary and that the Policy and Scheme prevail.

Still to establish: the full notified Policy, annexures and implementing Scheme, including the applicable priority-area list, application forms and operational requirements. This guide does not certify project entitlement.

What is the West Bengal Industrial Policy 2026?

The West Bengal Investment Promotion Policy 2026 sets out incentives for eligible investment and employment, with applications routed through the state’s single window. It was launched on 5 November 2026. WBIDC’s official booklet states that the policy is deemed effective from 9 May 2026; the detailed procedures and forms are to be set out in the implementing Scheme. WBIDC official booklet, p. 9 ↗

What do the 100%, 110% and 120% figures mean?

WBIDC’s booklet describes aggregate ceilings of 100% for regular units, 110% for a Thrust Sector unit or a unit in a Priority Area, and 120% where both conditions apply, against eligible plant and machinery investment. Qualifying benefits, annual limits and approvals still apply. Service units have a separate ceiling and eligible-cost definition. WBIDC official booklet, p. 18 ↗ · Service package, p. 20 ↗

How long can assistance run?

For manufacturing and other non-service units, assistance ends when the aggregate ceiling is reached or ten years from production have elapsed, whichever is earlier. Individual benefits have their own durations. The service package generally runs for five years, with electricity-duty reimbursement for three years or five in a Priority Area. Strategic and Mega Projects may seek approved exceptions. WBIDC official booklet, p. 18 ↗ · WBIDC official booklet, p. 20 ↗

Can existing factories qualify for expansion incentives?

Existing units can be considered for qualifying expansion or diversification. WBIDC’s booklet describes conditions for added fixed capital investment, new productive space and direct employment. Benefits apply to verified additional investment. Confirm the applicable thresholds and cost categories for your project before budgeting. WBIDC official booklet, p. 21 ↗

Is my district a priority area?

A district name alone does not establish priority status. The booklet describes Priority Areas at sub-division level and refers to Annexure I of the Policy. Its map is expressly indicative. Obtain the notified classification for your actual site. WBIDC official booklet, p. 16 ↗

Which investment dates qualify?

Business Standard reports coverage for investments from 9 May 2026. Ask the authority which expenditure dates and supporting records count for your project. Read source ↗

How do businesses apply for West Bengal industrial incentives?

Start with the Silpa Sathi Single Window Cell. Ask which 2026 policy service applies to your unit and whether you should seek a Certificate of Intent. Keep your site details, machinery costs and hiring plan ready. For local guidance, use the district directory to identify your District Industries Centre. Read source ↗

How quickly will a certificate be issued?

WBIDC’s booklet gives a 30-day Certificate of Intent timeline. Investors apply for the Certificate of Eligibility within six months of starting production; the booklet separately states a 45-day issuance timeline. These are not blanket deadlines for every project approval. Confirm the required application, documents and completeness rules with Silpa Sathi. WBIDC official booklet, p. 23 ↗

Can I combine different incentive packages?

The booklet says a unit chooses either the manufacturing/non-service package or the service package, not both. For service units, other central and state service-sector schemes may also be available, provided the same cost is not funded twice. Confirm any combination and applicable caps in writing. WBIDC official booklet, p. 11 ↗ · WBIDC official booklet, p. 20 ↗

Where can I find the full notification?

Download WBIDC’s official 36-page launch booklet ↗. It contains summaries and investor guidance with clause references. Its preface states that the Policy and Scheme prevail; this booklet is not the full notification. MIE has not independently verified the full notified Policy, annexures and implementing Scheme. Check WBIDC’s downloads ↗ and Silpa Sathi’s repository ↗, or request these documents from the authority.

What should I prepare before contacting the helpdesk?

Prepare your entity details, project summary, site, machinery and financing schedules, employment plan and proposed production date. This MIE checklist helps frame the enquiry. The authority specifies the application documents.

How can I follow MIE’s investment coverage?

Follow the MIE WhatsApp channel or subscribe to The Eastern Brief on LinkedIn using the options below. Both carry wider Eastern India business coverage, including West Bengal.

Is assistance paid upfront?

The reported aggregate ceiling does not establish an upfront payment. Before budgeting, obtain the official notification and confirm each benefit’s eligible expenditure, claim stage, annual limits, supporting evidence and disbursement conditions with the authority.

Does policy eligibility include land or permission to build?

Do not assume so. Confirm title or lease rights, permitted land use and the site-specific building, environment, fire and utility requirements separately through the relevant authorities.

Are any industries excluded?

The notified negative list and its exceptions need checking. A sector’s appearance in general investment coverage does not establish eligibility under this policy.

Which employees qualify for employment-linked support?

Reported employer EPF reimbursement: MSMEs: 100% for women/transgender workers and 50% for men, for 10 years. Services with more than 200 employees: 75% for women and 50% for men, for five years. Large/mega units: 50% for five years, with at least 200 jobs in priority areas or 400 elsewhere.

Expansion requires additional employment. Obtain the notified rules for eligible employees, contribution limits and claim documents before calculating a receivable. These rates remain reporting-based, not independently checked against the full notification.

PTI policy report ↗

What should I do if my application is delayed?

Contact the official helpdesk with your application number, submission date, service name and pending query. Ask for the responsible officer and keep a written record of the response. Official helpdesk ↗

Do land, buildings and machinery all count towards the ceiling?

The reported percentage ceilings refer to eligible plant and machinery. Do not apply them to the entire project cost. Obtain the official definition of eligible investment and the treatment of each cost item.

Does the policy create an immediate vendor order or job opportunity?

No individual order or vacancy is established by the announcement alone. Suppliers and professionals should track named projects, tenders and recruitment notices.

What if the project, ownership or hiring plan changes?

Seek written guidance before assuming approved benefits continue. Ask how changes affect eligibility, reporting obligations and any recovery conditions.

How do I check my application status?

Use the official portal for the service you applied to and retain your application reference. If the status is unclear, contact the Silpa Sathi helpdesk with the service name and submission details. MIE does not access or display application records.

Can logistics, warehousing or transport businesses apply?

Check the exact activity and applicable scheme with Silpa Sathi. Do not assume a logistics project qualifies for manufacturing incentives. Request written confirmation of its sector classification, eligible costs and whether a separate logistics policy applies.

Ask the official helpdesk ↗

How do I check eligibility for a project in Durgapur or another location?

Provide the exact site address, district and proposed activity to the relevant District Industries Centre. Ask for the notified priority-area classification and applicable sector conditions. A city name alone does not confirm eligibility or the incentive rate.

What should a food-processing investor check first?

Start with the product and daily capacity: processing, packing, cold storage and trading can require different permissions. Use FoSCoS eligibility checker ↗ to identify the applicable food registration or licence; apply through FoSCoS ↗.

For the DIC enquiry, attach the product list, process, capacity, machinery cost, water/effluent needs and proposed jobs. Request a separate decision on state incentive eligibility. A food licence does not establish incentive entitlement.

Do garment-making and textile dyeing need the same checks?

Describe the actual process: stitching, weaving, dyeing or finishing. Water use, effluent and machinery differ. Ask for an activity-specific approval list and confirmation of any thrust-sector treatment before calculating assistance.

Official guidance ↗

What should steel and foundry projects establish before applying?

Prepare the process flow, furnace type, capacity, fuel, power demand and emissions-control plan. Check the applicable pollution category and consent route. Confirm whether the exact product qualifies under any notified sector definition.

Official guidance ↗

What information should an engineering manufacturer prepare?

List the products, manufacturing operations, machinery costs, production capacity and proposed jobs. Separate manufacturing from trading or installation services when seeking classification and eligible-cost confirmation.

Official guidance ↗

Does electronics assembly qualify on the same basis as semiconductor manufacturing?

Do not assume the classifications are interchangeable. Specify assembly, component manufacturing, chip fabrication or testing, with the equipment and process involved. Request the relevant sector definition and approval route.

Official guidance ↗

Are EV manufacturing, battery recycling and charging treated alike?

Describe each activity separately. Ask which scheme and cost definition apply to vehicle manufacture, battery production, recycling or charging services. Map environmental and other approvals to the actual process.

Official guidance ↗

What should pharmaceutical or biotechnology investors clarify?

Specify the product and activity: formulation, bulk drug, research, biotechnology or medical device. Ask Silpa Sathi to identify the competent licensing authority and applicable approvals. Incentive eligibility must be checked separately.

Official guidance ↗

What is the first approval check for a chemical project?

Submit the chemical list, process, storage quantities, water use and waste streams for approval mapping. Confirm the applicable environmental and safety permissions before finalising the construction programme.

Official guidance ↗

What must a renewable-energy investor distinguish?

Separate equipment manufacturing from power generation and hydrogen production. Provide capacity, land, electricity and water needs. Ask which sector policy, grid route and investment benefits apply to the specific activity.

Official guidance ↗

What should a recycling or waste-to-energy proposal include?

Identify the waste type, source, daily capacity, technology and outputs. Request the applicable consent and authorisation requirements. Do not treat a general green-industry description as approval to handle regulated waste.

Official guidance ↗

Can IT services or a data centre use manufacturing incentive assumptions?

Check the service or sector-specific route. Describe the business activity, capital equipment, employment, power demand and site. Obtain confirmation of eligible costs and the applicable benefit period before modelling returns.

Official guidance ↗

What should leather and footwear units distinguish?

Separate tanning and wet processing from footwear assembly or finished-goods manufacture. Specify water, chemicals and effluent arrangements, then confirm site suitability and process-specific approvals.

Official guidance ↗

What should a building-materials project clarify?

Identify whether the activity is grinding, kiln production, ready-mix, ceramics or another process. State capacity, raw materials, fuel and emissions. Seek the applicable approvals and check the notified eligible or excluded activities.

Official guidance ↗

Does plantation activity receive the same treatment as processing?

Separate cultivation, processing, blending and packaging in the project description. Ask which activity and assets are eligible under the applicable scheme; do not apply a manufacturing ceiling to the whole plantation investment.

Official guidance ↗

How should hotels and tourism projects check their route?

Describe the project category, location, rooms or capacity and proposed jobs. Ask whether a tourism or service-sector scheme applies. Confirm land use and activity-specific permissions separately from incentives.

Does state incentive eligibility replace defence-sector permissions?

No such substitution should be assumed. Identify the exact product and ask for the relevant central and state approval routes. Obtain separate confirmation of investment-policy eligibility and any product-specific licensing requirements.

What should a warehouse or logistics investor ask?

Specify storage type, cargo, capacity, cold-chain needs and vehicle operations. Ask which logistics or service scheme applies, which assets count and which site permissions are needed. Manufacturing incentives should not be assumed.

Does MSME registration alone confirm eligibility?

Udyam classification uses both investment and turnover. Micro: up to ₹2.5 crore investment and ₹10 crore turnover. Small: ₹25 crore and ₹100 crore. Medium: ₹125 crore and ₹500 crore. The investment test concerns plant/machinery or equipment, not total project cost.

Ministry of MSME classification ↗

Udyam status is the starting classification. The state scheme must separately accept your activity, dates, expenditure and application. Service businesses should establish their package before using manufacturing ceilings.
