The Eastern Brief · Issue 03 · Made in East | 25–31 October 2026
A named solar order, new financial infrastructure and two textile dates to act on. Here is what changed during 25–31 October—and what still needs to happen next.
At a glance
- Vikram Solar: a 289.87-MWp module order from NLC India for a Rajasthan project; deliveries remain the next test.
- Odisha: RBI’s Bhubaneswar facilities reached inauguration; Sambalpur’s earlier steel-expansion approval remains a separate development stage.
- Textiles: a national PLI application window is announced for 1 November–31 December; Kolkata’s Gartex edition is scheduled for January 2027.
In Wokha, weavers from Nagaland and Assam also gained a physical sales platform. These are selected developments, with their original dates and precise stages retained.
01 Vikram Solar secures a Rajasthan supply mandate
27 October | Order secured | Kolkata enterprise operating beyond the East
Vikram Solar announced an order for 289.87 MWp of N-type TOPCon solar modules from NLC India, acting on behalf of its wholly owned subsidiary NLC India Renewables. The equipment is intended for an 810-MW solar project at Pugal in Rajasthan.
For the Kolkata-headquartered manufacturer, the development adds a defined customer commitment in a national infrastructure project. Its significance lies in the contracted module package and the work required to fulfil it. The 289.87-MWp order and the wider project’s 810-MW rating describe different scopes; the announcement does not put a rupee value on the contract.
Watch next: Delivery disclosures and customer acceptance. Those will show how the order moves into execution.

02 RBI inaugurates financial technology facilities in Bhubaneswar
25 October | Inaugurated | Odisha
Prime Minister Narendra Modi inaugurated RBI’s Data Centre and Cybersecurity Training Institute in Bhubaneswar. The PMO’s post-event release confirms that the facilities reached the inauguration milestone.
The development brings two forms of financial infrastructure together: computing capability and the skills needed to protect and manage it. For Odisha, it adds an institution serving the national financial system and broadens the state’s technology landscape.
The next measure is the work delivered through the facilities. Inauguration alone does not establish completion of every system migration or the commencement of every training programme.
Watch next: RBI disclosures on supported services, operational transition and the institute’s training programme.
03 Carryover: Sambalpur approves its next steel expansion
Earlier event carried into this week’s MIE coverage | 23 October approval | Website report published 25 October
JFE Steel confirmed approval of a 5-million-tonne annual crude-steel capacity addition at the JSW–JFE Sambalpur works. The expansion would take capacity from 4.5 to 9.5 million tonnes a year, with start-up planned for calendar 2030.
The equipment outline includes ironmaking, steelmaking, rolling and utilities. It defines a substantial expansion programme whose significance will develop through subsequent implementation milestones.
These steelworks are separate from JSW Utkal’s Paradip development, whose sinter-plant equipment award appeared in Issue 02. The projects and their production measures should be tracked separately.
Watch next: Disclosed equipment awards, construction progress and changes to the planned start-up timetable.
04 Textile businesses get two dates to work towards
27–28 October announcements | Trade fair scheduled and application window announced
Gartex Texprocess India plans its Kolkata edition for 22–24 January 2027 at Biswa Bangla Mela Prangan. The organisers intend to connect regional garment and textile businesses with machinery, technology, fabric and allied suppliers.
Separately, the Ministry of Textiles announced that Round 4 of the textile Production Linked Incentive scheme would accept applications from 1 November to 31 December 2026. The minimum turnover criterion under Part 2 falls from ₹200 crore to ₹100 crore; applicants remain subject to the scheme’s requirements.
Together, the announcements give manufacturers two practical planning horizons: an imminent national application window and a regional technology-sourcing event. Neither establishes an incentive award or a completed investment in Eastern India.
Watch next: The opening of the application portal, eligibility under the published guidelines and the fair’s exhibitor programme.

05 Wokha brings weavers closer to buyers
28 October opening | Official report 30 October | Nagaland and Assam
The State Handloom Expo at Wokha opened with participation from Nagaland and Assam, according to Nagaland’s Department of Information and Public Relations.
The regional significance is direct market access. The expo gives weavers a venue to present products and meet buyers. Its longer-term value will depend on sales and relationships that continue after the event.
Watch next: Reported sales, repeat buyer relationships and further market-linkage activity. The opening report provides no quantified sales outcome.
