JK Lakshmi Cement’s Project Kamakshi reached its foundation-stone milestone at Umrangso in Assam’s Dima Hasao district on 30 October 2026. The Assam Chief Minister’s Office identifies ₹1,800 crore as the investment involved in the first phase.

Chief Minister Himanta Biswa Sarma performed the Bhumi Pujan and laid the foundation stone, according to the government’s dated announcement. The development advances the project’s public timeline beyond its earlier investment-approval coverage.

What the first phase includes

The CMO describes three limestone mines at Umrangso, an integrated cement plant at 19 Kilo, New Umrangso, and a dedicated cement grinding unit at Lanka in Hojai district. It gives the integrated plant an annual planned capacity of approximately one million tonnes each of clinker and cement.

These figures describe the government’s first-phase plan. The ₹1,800 crore amount is a planned investment figure, rather than verified expenditure. Clinker and cement capacities measure separate production stages and should not be added together as finished-cement output.

Why it matters for Assam

The proposed combination of mining, clinker production and grinding places the project across Dima Hasao and Hojai. For the regional building-materials industry, its significance will depend on how these components are brought into operation and connected to customers.

A foundation-stone ceremony establishes a dated milestone. Equipment orders, site execution, commissioning and commercial production require subsequent evidence. Potential supplier and logistics demand will depend on the packages actually procured and delivered.

The next milestones to watch

Readers should look for company disclosures on the phase schedule, funding, permissions and procurement, followed by installation, trials and commissioning updates. The CMO announcement used for this report does not specify a completion date or actual spending to date.

This report focuses on the officially described first phase. Wider programme values and capacity estimates reported elsewhere have a different, unresolved scope and are excluded from its headline figures.
