Made in East’s weekly business review

A shipbuilding contract, an energy-storage proposal and a new industrial policy lead this week’s Eastern India business review. In Bihar, NBCC’s redevelopment agreements advance a project pipeline. In Odisha, Transpek moves a proposed manufacturing location closer to a land transaction.

The distinction matters: a signed contract, an MoU, a board decision and an investment discussion represent different levels of commitment.

The week at a glance

Company / development Region What changed
GRSE West Bengal Contract signed for five Navy corvettes
ReNew Odisha MoU for a proposed 1,500 MW pumped-storage project
Investment Promotion Policy 2026 West Bengal New policy launched on 5 November
NBCC Bihar Four Patna redevelopment MoUs disclosed
SPML Infra Kolkata HQ / Rajasthan POWERGRID order information received
JSW West Bengal Investment plans discussed, including existing commitments
Transpek Odisha Board approves proposed leasehold land acquisition

GRSE: five corvettes move to contract stage

The Ministry of Defence signed contracts on 2 November for eight Next Generation Corvettes. Kolkata’s GRSE will build five; Goa Shipyard will build three. The full programme is valued at ₹53,866.50 crore, which must not be attributed entirely to GRSE.

For the regional marine-engineering ecosystem, the useful next signals are procurement notices and supplier packages. A contract award does not establish how much will be spent with individual West Bengal suppliers.

ReNew: ₹9,000 crore Odisha storage proposal

ReNew’s 3 November announcement identifies a proposed 1,500 MW pumped hydro storage project at Putabali, Ganjam, with an estimated investment of ₹9,000 crore. The milestone is an MoU, not commencement of construction.

The proposal could support renewable-power integration and future engineering demand. Approvals, financing, an implementation timetable and procurement announcements will show whether it moves towards execution.

West Bengal policy: what investors should examine

West Bengal launched its Investment Promotion Policy 2026 on 5 November. Employment-linked support, investment assistance and the application process deserve attention from manufacturers planning a new unit or expansion.

The headline assistance percentages are cumulative ceilings against eligible investment, not an automatic upfront payment. Businesses should establish their sector, location, eligible expenditure and applicable conditions before building incentives into a financial model. MIE’s guide provides preparation steps, questions and district-contact routes; definitive eligibility requires the applicable notified documents.

NBCC: four Patna redevelopment agreements

NBCC’s 2 November filing disclosed MoUs signed on 31 October for four Phase-I projects in Patna. These include housing redevelopment, an IT park at Gardanibagh and commercial development. The tentative cost is ₹2,000 crore excluding GST; estimated sale and lease proceeds of ₹5,152 crore are a separate measure.

The development advances the agreement stage. Construction schedules, procurement and project-specific budgets are the next practical signals for contractors and businesses.

SPML Infra: ₹186.41 crore POWERGRID order information

Kolkata-headquartered SPML Infra disclosed order information on 4 November for Rajasthan substation works at Bhadla-III and Ramgarh. The value is ₹186.41 crore excluding GST. The formal letter of award was awaited at disclosure, with a 27-month completion period from that letter.

This is an Eastern India company winning work elsewhere, rather than new investment within West Bengal. Watch for the formal award and mobilisation.

JSW: distinguish the investment pipeline from fresh approval

MIE’s report on the 4 November meeting describes approximately ₹50,000 crore in Bengal investment plans: ₹40,000 crore in power and ₹10,000 crore across other sectors. The power component includes previously announced Salboni plans.

The headline is not evidence of a fresh ₹50,000 crore approval or expenditure. Project-specific approvals, funding and implementation disclosures will make the pipeline more useful to suppliers and investors.

Transpek: Gopalpur land proposal advances

Transpek’s 5 November disclosure approves a proposal for approximately 23 acres of leasehold industrial land at Gopalpur Industrial Park, Odisha, for a chemical unit. The ₹41 crore acquisition cost includes applicable taxes and stamp duty.

The decision follows a July expression of interest. Completion of the land transaction, manufacturing capacity and commissioning timetable remain the milestones to establish. The land price is not the full factory investment.

Three questions behind this week’s headlines

Has ReNew started construction at Putabali?

The announcement establishes an MoU. Construction commencement has not been established in the reporting used for this edition.

Is JSW’s ₹50,000 crore entirely new investment?

No. The reported plans include existing Salboni commitments and should not be presented as a fresh approval of the full amount.

Does Bengal’s headline assistance ceiling establish a company’s entitlement?

No. Eligibility, qualifying costs, applicable limits and approval conditions must be checked for the project.

What to watch next

• Execution: GRSE supplier notices and SPML’s formal letter of award.

• Project definition: ReNew’s timetable and Transpek’s completed land transaction.

• Investor guidance: West Bengal’s full notified policy, scheme conditions and eligibility schedules.

• Patna: NBCC’s project schedules, procurement and leasing milestones.
